What is Bienes Personales (personal assets tax) and who pays it?
Last verified: 27 Oct 2026 · Status: Changing
Short answer. Bienes Personales is Argentina's annual wealth tax on assets held on 31 December. Residents pay on worldwide assets above a non taxable minimum (ARS 384,728,044.57 for 2025), at 0.50% to 1.00% for 2025 and 0.50% to 0.75% for 2026. Non residents pay 0.50% on Argentine assets through a local holder. Companies pay 0.50% for their shareholders.
As of 26 Oct 2026. Rules in force at that date.
Key rules
The tax is Title VI of Law 23.966 (t.o. 1997, "PAT"). Law 27.743 art. 63 replaced its arts. 24 and 25 from fiscal year 2023. It taxes assets held on 31 December (PAT art. 16) and runs to 31 December 2027 (Law 27.702 art. 1, Infoleg note).
Who pays.
- Residents (individuals and undivided estates) pay on assets in Argentina and abroad (PAT art. 17 a)). Residence follows income tax rules (Law 27.541 art. 30): a foreigner is resident with permanent residence, or after 12 months of temporary residence (ITL art. 116 b)).
- Non residents pay only on Argentine assets (art. 17 b)). Any Argentine person who holds, manages or co owns those assets pays 0.50% of their value as a single and final payment, and can recover it from the owner (PAT art. 26; rate per Law 27.541 art. 31). The rate doubles for presumed holdings, such as a flat owned directly by a foreign company (art. 26).
- Shares in Argentine companies are not declared by the holder, resident or not. The company is the substitute taxpayer. It pays 0.50% of the shares' equity value, as a single and final payment, and may recover it from the shareholder (unnumbered article after PAT art. 25).
Non taxable minimum and rates (residents). No tax is due if taxable assets total ARS 384,728,044.57 or less for 2025. A home used as the taxpayer's dwelling is not taxed if worth ARS 1,346,548,155.99 or less (PAT art. 24; ARCA). Above the minimum the excess is taxed on a scale (art. 25):
| Fiscal year | Rates on excess | Source |
|---|---|---|
| 2025 | 0.50% to ARS 52,664,283.73; 0.75% to ARS 114,105,948.16; 1.00% above | Art. 25 c); ARCA, Alícuotas |
| 2026 | 0.50% on the first bracket, 0.75% above | Art. 25 d); indexed amounts not published (unconfirmed) |
| 2027 | 0.25% flat | Art. 25 e) |
Minimum and brackets are indexed by the October to October CPI (unnumbered article after art. 24). The October 2026 CPI was not yet published on 26 Oct 2026. Taxpayers who filed and paid 2020 to 2022 by 31 December 2023 got 0.5 points off for 2023 to 2025 only (Law 27.743 art. 64).
Exempt assets (art. 21), main items. Argentine bank deposits, pesos or foreign currency (h)); Argentine government bonds (g)); qualifying peso ONs and CNV funds (i), k)); rural land of individuals (f)); homes under registered housing leases up to the home threshold (l)). Exempt assets are still reported (ARCA, Bienes exentos).
Advances and REIBP. Registered taxpayers pay five advances of 20% of the prior year's tax (ARCA, Anticipos; RG 2151 art. 21, per ARCA's agenda). REIBP was a one off prepayment for 2023 to 2027: 0.45% of five times the net taxable estate at 31 December 2023 (Law 27.743 arts. 49, 50, 52). Joiners file nothing until 2027 (art. 58), have stability to 2038 (art. 59), and the option has closed (art. 48: 31 July 2024, extendable to 30 September 2024; later for asset regularisation users (unconfirmed)).
What changes the answer
- Residence. A non resident pays nothing on foreign assets. Argentine assets are taxed at 0.50% through the local holder, with no minimum (arts. 24 and 26).
- Where the money sits. The same US$400,000 in an Argentine bank deposit would be exempt (art. 21 h)).
- Home value. Above ARS 1,346,548,155.99 the home is taxed. The law does not say whether all or only the excess counts (unconfirmed).
- REIBP. If you joined, you file and pay nothing for 2023 to 2027 (Law 27.743 arts. 49 and 58).
Worked examples
A resident's assets on 31 December 2025: a home in Buenos Aires with a PAT value of ARS 300,000,000, US$20,000 in an Argentine bank and US$400,000 in listed securities at a US broker. Pesos at dólar MEP ARS 1,563.90 per US$ on 23 Oct 2026, a rate (dólar MEP selling rate (dolarapi.com)).
| Step or item | Time | Cost ARS | Cost USD |
|---|---|---|---|
| 1. Home, below threshold | 31 Dec 2025 | 0 (not taxed) | 0 |
| 2. Argentine bank deposit | 31 Dec 2025 | 0 (exempt) | 0 |
| 3. Foreign brokerage account | 31 Dec 2025 | 625,560,000 (taxable) | 400,000 |
| 4. Tax, general scale | Due 27 Jul 2026 | 1,991,393.96 | 1,273 |
| 4b. Tax, compliant taxpayer | Due 27 Jul 2026 | 787,234.21 | 503 |
| 5. Each of five 2026 advances | Aug 2026 to Apr 2027 | 398,278.79 | 255 |
Step by step:
- Home: ARS 300,000,000 is below the ARS 1,346,548,155.99 threshold, so it is out (art. 24).
- Deposit: US$20,000 = ARS 31,278,000, exempt (art. 21 h)), but reported.
- Brokerage: US$400,000 × 1,563.90 = ARS 625,560,000. The law values listed foreign securities at their last 31 December quote, converted at Banco Nación's buying rate on the last business day of the year (PAT art. 23), not at MEP.
- Excess over the minimum: 625,560,000 minus 384,728,044.57 = ARS 240,831,955.43. 2025 scale: 724,133.89 + 1% × (240,831,955.43 minus 114,105,948.16) = ARS 1,991,393.96 (US$1,273).
- Compliant taxpayer: 153,604.17 + 0.5% × 126,726,007.27 = ARS 787,234.21 (US$503).
- Advances for 2026: 20% of 1,991,393.96 = ARS 398,278.79 each. For CUITs ending 0 to 3, the first three fall on 13 Aug, 13 Oct and 14 Dec 2026 (ARCA agenda). 2027 dates (unconfirmed).
Cost to do it: about 0.32% of the brokerage value for 2025, no capital, no ARCA fee. File online in Bienes Personales Web; 2025 returns and payment were due 27 July 2026 (RG 5851 art. 1).
Practical traps
- Below the minimum is not "no return". ARCA says anyone registered in the tax must file even with no tax due (ARCA, Determinativa).
- Shares are out of your base, but tax was paid. The company pays 0.50% and can recover it from you (art. after 25).
- No foreign credit without a foreign wealth tax. Only foreign taxes on global wealth are creditable, up to the extra Argentine tax on assets abroad (art. 25, last paragraph). A US income tax does not qualify.
FAQ
Is there a 2026 minimum yet? No. It depends on the October 2026 CPI. Until ARCA publishes it, 2026 figures are estimates (unconfirmed).
I am a foreigner on a temporary visa. Do I pay on my home country assets? Only once resident: permanent residence, or 12 months on temporary residence (ITL art. 116 b)).
Does the tax end in 2027? Title VI runs to 31 December 2027 and REIBP ends then too (Law 27.743 art. 45). Whether Congress extends it is open.
